Secretary Nelson Announces Parliamentarians for Opening of Session in The House

Tuesday, January 14, is the opening of the 89th Texas Legislative Session. Texas Secretary of State Nelson will preside over the organization of the House of Representatives and appoint temporary officers. The Secretary presides until the election of a Speaker of the House.

Secretary Nelson today announced that Walter Fisher and Sharon Carter will serve as parliamentarians for the opening of session in the House.

“This is a duo with extensive parliamentary knowledge and the experience to guide the opening of the 89th Legislative Session,” said Secretary Nelson. “With the support of these individuals, we will make sure the organizing of the House is a fair, transparent and orderly process.”

Both Fisher and Carter have extensive parliamentary experience.

Fisher previously served as Texas Senate Parliamentarian from 1996-2014 and served as Assistant Parliamentarian for the Texas House of Representatives 1981-89.

Carter has served as House Parliamentarian since 2019 and previously served as both Parliamentarian and Assistant Parliamentarian.
